Do I need impact windows in Miami?
Yes. Miami is in Miami-Dade County, which together with Broward makes up the Florida Building Code High Velocity Hurricane Zone (HVHZ). Inside the HVHZ every new exterior window and door needs approved impact protection, and the product must carry a Miami-Dade NOA (Notice of Acceptance) or a state approval with an HVHZ endorsement. A product with plain statewide approval gets rejected at permit review.

What Miami-Dade requires that the rest of Florida does not
The Miami-Dade NOA adds three tests on top of the state approval: TAS 201 fires a 9-pound 2x4 at the glass at 50 feet per second; TAS 202 cycles the window through 9,000 wind pressure cycles; TAS 203 covers static pressure. That is why a NOA product is good anywhere in Florida, while a state-approved product without the HVHZ endorsement is not good in Miami.
